Finance Department
Act as the principal advisor to the Vice-Chancellor on all financial matters and budgetary planning. Prepare the Annual Financial Estimates (Budget) and the Statement of Accounts for the University. Ensure strict adherence to the General Financial Rules (GFR) and Government of India (GoI) financial regulations. Manage the disbursement of funds and monitor expenditure against sanctioned budget heads. Oversee the maintenance of all books of accounts, ledgers, and financial records of the institution. Coordinate with internal and external auditors (CAG) to ensure transparent and timely audits. Manage university investments, endowments, and pension funds in compliance with statutory norms. Supervise the payroll system, taxation (GST/TDS), and timely settlement of vendor payments. Monitor the financial progress of research grants, consultancy projects, and infrastructure developments. Ensure the efficient functioning of the Finance and Accounts department through leadership and training.
Master’s degree in Commerce/Finance or CA/ICWA with at least 55% marks. Minimum 15 years of experience in organized finance and accounts services. In-depth knowledge of PFMS (Public Financial Management System) and GeM (Government e-Marketplace). Expertise in government accounting procedures and audit protocols. Proven leadership in managing large-scale institutional budgets.
